PREAMBULE

(the English version of the visiting rules is listed after the end of the Czech language version)

Účastník kongresu bere na vědomí, že hlavní část kongresu „Prague LAB 2023“ je organizována na Pražském hradě ve španělském sále a rothmayerovém sále. Pražský hrad je národní kulturní památkou a sídlem prezidenta České republiky. Nádvoří, ulice, parkové komunikace a podobné plochy areálu Pražského hradu jsou účelovými komunikacemi, jejichž zpřístupnění veřejnosti v určité denní době a užívání se řídí pravidly stanovenými Kanceláří prezidenta republiky a Správou Pražského hradu. Kancelář prezidenta republiky a Správa Pražského hradu si vyhrazují právo na uzavření návštěvnických objektů či celého areálu Pražského hradu či jednotlivých částí objektů/areálu z provozních, technických, bezpečnostních či státně -reprezentačních důvodů. Účastník kongresu je povinen seznámit se s tímto Návštěvním řádem jako i Návštěvním řádem Pražského hradu před vstupem do areálu Pražského hradu a dodržovat pokyny a podmínky v něm uvedené.

Ostatní části kongresu jsou organizovány na anatomickém institutu Univerzity Karlovy, hotelu Hilton Prague a na klinice Be Elite Clinic.

Článek 1

VYMEZENÍ POJMŮ

Místem konaní kongresu se pro účely tohoto řádu rozumí:

a) španělský sál Pražského hradu;
b) rothmayerův sál Pražského hradu;
c) anatomický institu Karlovy univerzity
d) hotel Hilton Prague
e) Be Elinte Clinic

(2) Účastník kongresu je osoba, která má zakoupenou vstupenku.

Článek 2

PROVOZNÍ DOBA

Prostory pražského hradu budou účastníkům kongresu zpřístupněny následovně:

listopadu: od 8.00 – 18.00 hod.
listopadu: od 8.00 – 18.00 hod.

Prostory anatomického institutu, Be Elite Clinic a hotelu Hilton Praha ve dnech 23. – 26. listopad 2023 budou zpřístupněny podle pokynů organizátora zaslaných s dostatečným předstihem.

Článek 3

VSTUPNÉ

(1) Vstup na jednotlivé části kongresu je podmíněn zakoupenou vstupenkou, resp. prokázáním se příslušným průkazem účastníka kongresu.

(2) Účastník je vždy na požádání prokázat se vstupenkou, resp. průkazem účastníka kongresu.

Článek 4

PODMÍNKY UŽÍVÁNÍ PROSTOR PRAŽSKÉHO HRADU

Kulturní, sportovní a jiná veřejná vystoupení a ostatní hromadné organizované akce se v areálu Pražského hradu uskutečňují výhradně na základě povolení Kanceláře prezidenta republiky a Správy Pražského hradu podle podmínek v povolení stanovených. Shromáždění v areálu Pražského hradu lze konat jen s předchozím souhlasem Kanceláře prezidenta republiky a Správy Pražského hradu.

(2) Nestanoví-li Správa Pražského hradu výjimku, je v areálu Pražského hradu zakázáno

a) fotografování a filmování ve stálé expozici Příběh Pražského hradu, v expozici Svatovítský poklad, v Prašné věži a v Obrazárně Pražského hradu. V ostatních interiérech návštěvnických objektů lze fotografovat a filmovat pouze po zakoupení licence. Fotografování a filmování se zakoupenou licencí lze provozovat pouze bez blesku, stativu a ostatních přídavných zařízení (např. světlo, zdroj a pod.). Pro vědecké, dokumentační, kulturní a komerční účely povoluje výjimku Správa Pražského hradu na základě žádosti a uzavřeného smluvního vztahu;
b) jakákoliv forma prodeje;
c) požadování po návštěvnících peněžité či jiné podpory;
d) provozování činnosti turistického průvodce, nemá-li osoba tuto činnost provozující příslušná oprávnění v souladu se živnostenským zákonem a právními předpisy České republiky nebo v souladu s příslušnými zákony a právními předpisy členského státu EU, kde je osoba usazena. Provozováním činnosti turistického průvodce se rozumí sdělování informací o historii, areálu Pražského vztahujících za úplatu.
e) používat jakoukoli leteckou techniku (drony, apod.) pro jakýkoli účel. Pražský hrad je součástí bezletové zóny;
f) přelézání či lezení na stavby a zařízení, zejména lešení, zábory, ohrazení, ploty, zdi, stožáry a pod.
g) manipulovat s mobilními zábranami,
h) konání pikniků, umisťování dek či jakýchkoli jiných zařízení a předmětů za účelem sezení, mimo vyhrazená místa.

(3) Pozemní komunikace v areálu Pražského hradu mají charakter „Pěší zóny“ a vjezd automobilů do areálu je upraven platným Dopravním řádem.

Článek 5

OCHRANA KULTURNÍCH PAMÁTEK A BEZPEČNOST SBÍREK

(1) Účastník kongresu je povinen se chovat po celou dobu svého pobytu v areálu Pražského hradu podle pravidel občanského soužití s důstojností odpovídající historickému, společenskému a kulturnímu významu Pražského hradu s největší ohleduplností vůči hmotné podstatě této národní kulturní památky i vůči ostatním návštěvníkům.

(2) Je zakázáno jakkoliv poškozovat objekty, jejich sbírky, parky, zahrady i jakýkoliv jiný státní majetek areálu Pražského hradu, zejména:

a) dotýkat se stěn v interiérech a vystavených předmětů;
b) psát nebo malovat po zdech a stěnách nebo je jinak poškozovat;
c) rušit hlukem (užíváním zesilovacích zvukových zařízení, hudbou, nepovoleným zpěvem,

reprodukovanou hudbou, hlasitými projevy a podobnou činností) výklad průvodce nebo ztěžovat návštěvníkům prohlídku;

d) jíst a pít uvnitř návštěvnických objektů, vstupovat do nich se zmrzlinou, nápoji a pod. mimo organizátorem vyhrazených prostor;
e) trhat květiny, lámat větve stromů a keřů, chodit po trávnících a mimo vyznačené cesty;
f) jezdit na jízdních kolech, koloběžkách, kolečkových bruslích, skateboardech, Segway, a pod.;
g) nechat volně pobíhat (bez vodítka a náhubku) psy a jiná zvířata a vstupovat s nimi do návštěvnických objektů a zahrad Pražského hradu;
h) vstupovat do kašen, vhazovat do nich a vybírat z nich jakákoliv předměty;
i) odhazovat odpadky mimo odpadní nádoby;
j) v interiérech používat tzv. selfie tyče a jiné pomůcky, které mohou ohrozit bezpečnost a zdraví návštěvníků;
k) jinak narušovat klid a pořádek.

(3) Pro ochranu návštěvníků Pražského hradu, kulturních památek a uměleckých sbírek jsou venkovní prostory areálu Pražského hradu a výstavní prostory monitorovány kamerovým systémem provozovaným Policií ČR.

Článek 6

PODMÍNKY K ZAJIŠTĚNÍ OCHRANY A BEZPEČNOSTI ÚČASTNÍKŮ KONGRESU

(1) Do prostor Pražského hradu je povoleno vstupovat pouze na určených místech.

(2) Vstupovat do prostor Pražského hradu v místě konání kongresu a zdržovat se v nich je účastníkům kongresu povoleno pouze v době podle čl. 2.

(3) Do areálu Pražského hradu je účastníkům kongresu zakázáno vstupovat:

a) se zbraní a jinými obdobně nebezpečnými předměty;
b) s výbušninami a výbušnými látkami;
c) s pyrotechnickými výrobky;
d) s transparenty, bannery a reklamními poutači;
e) s vlajkami;
f) v silně znečištěném oděvu.

(4) Do prostor Pražského hradu je zakázán vstup osobám v zjevně podnapilém stavu nebo osobám pod vlivem jiných omamných a psychotropních látek.

(5) Osoba vstupující do prostor Pražského hradu je povinna podrobit se na výzvu příslušníka Policie České republiky bezpečnostní prohlídce. Odmítnutí prohlídky je důvodem pro zamezení vstupu do areálu Pražského hradu.

(6) Uvnitř prostor Pražského hradu je přísné zakázáno kouření a manipulace s otevřeným ohněm. V případě vzniku požáru je účastník kongresu povinen řídit se pokyny kustodní služby nebo organizátora kongresu.

(7) Při úrazu v průběhu kongresu se může návštěvník obrátit na kustodní službu, na Informační střediska Správy Pražského hradu nebo na organizátora kongresu.

(8) V prostorách Pražského hradu je zakázáno mimo vyhrazené prostory odkládat a nechávat bez dozoru zavazadla a jiné předměty.

(9) Účastníkům kongresu je zakázáno přibližovat se na kratší vzdálenost než půl metru k vojákovi stojícímu na čestném strážním stanovišti u vstupních bran Pražského hradu, obtěžovat jej a jinak snižovat jeho důstojnost.

(10) Organizátor kongresu neodpovídá za úrazy a škody, které vznikly v důsledku porušení Návštěvního řádu.

(11) Odpovědnost Organizátora kongresu za případnou újmu vzniklou účastníkům kongresu se řídí obecně platnými předpisy.

Článek 7

PODMÍNKY UŽÍVÁNÍ OSTATNÍCH PROSTOR KONGRESU

(1) Při užívání ostatních prostor kongresu a to v anatomickém institutu Univerzity Karlovy, v prostorách Be Elite Clinic a v hotelu HILTON Prague se účastník kongresu bude řídit pokyny organizátora kongresu a jím pověřených osob.

ZÁVĚREČNÁ USTANOVENÍ

(1) Za porušení Návštěvního řádu a za způsobené škody odpovídá účastník kongresu podle příslušných zákonů.

(2) V případě porušení tohoto Návštěvního řádu nebo návštěvního řádu Pražského hradu, nerespektování pokynů příslušných odpovědných pracovníků kustodní služby, Kanceláře prezidenta republiky, Správy Pražského hradu, příslušníků Policie České republiky a vojáků Hradní stráže, nebo Organizátora a jím pověřených osob může být účastník kongresu z areálu Pražského hradu vykázán bez nároku na vrácení vstupného.

(3) V případě porušení tohoto Návštěvního řádu, nerespektování pokynů Organizátora a jím pověřených osob může být účastník kongresu z ostatních prostor konaní kongresu vykázán bez nároku na vrácení vstupného.

(4) Tento Návštěvní řád nabývá účinnosti dnem 18. 4. 2023.

(5) Organizátor kongresu si vyhrazuje právo na změnu tohoto návštěvního řádu bez omezení.

PREAMBLE

The congress attendee acknowledges that the main part of the “Prague LAB 2023” congress is held at the Prague Castle in the Spanish Hall and the Rothmayer Hall. The Prague Castle is a national cultural monument and the seat of the President of the Czech Republic. The courtyards, streets, park roads and similar areas of the Prague Castle premises are special purpose roads whose accessibility and use by the public at certain times of the day is governed by rules set by the Office of the President of the Republic and the Prague Castle Administration. The Office of the President of the Republic and the Prague Castle Administration reserve the right to close visitor facilities or the entire Prague Castle premises or individual parts of the buildings/premises for operational, technical, security or state representation reasons. The congress attendee is obliged to familiarize themselves with these Visitor Rules as well as the Visitor Rules of Prague Castle before entering the Prague Castle premises and to comply with the instructions and conditions stated therein.

Other parts of the congress are held at the Institute of Anatomy of Charles University, Hilton Prague Hotel and Be Elite Clinic.

Article 1

DEFINITION OF TERMS

For the purposes of these Rules, the congress venue shall be:

a) the Spanish Hall of the Prague Castle;
b) the Rothmayer hall of the Prague Castle;
c) the Institute of Anatomy, Charles University
d) Hilton Prague hotel
e) Be Elite Clinic

(2) A congress attendee is a person who has purchased a ticket.

Article 2

OPERATING HOURS

The premises of the Prague Castle will be accessible to the congress attendees as follows:

24 November: from 8.00 am to 6.00 pm

25 November: from 8.00 am to 6.00 pm

The premises of the Institute of Anatomy, Be Elite Clinic and Hilton Prague hotel from 23 – 26 November 2023 will be accessible according to the organiser’s instructions sent well in advance.

Article 3

ADMISSION FEE

(1) Admission to individual parts of the congress is conditioned by the purchase of a ticket or the presentation of the relevant congress attendee card.

(2) The attendee must present their ticket or congress attendee card upon request.

Article 4

CONDITIONS OF USE OF THE PRAGUE CASTLE PREMISES

Cultural, sporting and other public performances and other mass organised events are held on the premises of Prague Castle exclusively on the basis of a permit issued by the Office of the President of the Republic and the Prague Castle Administration under the conditions set out in the permit. Assemblies may be held on the premises of the Prague Castle only with the prior consent of the Office of the President of the Republic and the Prague Castle Administration.

(2) Unless the Prague Castle Administration stipulates an exception, it is forbidden on the Prague Castle premises

a) taking photos and filming in the permanent exhibition The Story of Prague Castle, in the exhibition The Treasury of St. Vitus, in the Powder Tower and in the Picture Gallery of Prague Castle. Taking photos and filming in other interiors of visitor facilities is only possible after purchasing a licence. Taking photos and filming with a purchased licence can only be carried out without a flash, tripod and other additional equipment (e.g. light, source, etc.). For scientific, documentary, cultural and commercial purposes, the Prague Castle Administration grants an exception on the basis of an application and a contract made;
b) any form of selling;
c) asking visitors for monetary or other support;
d) operating as a tourist guide without relevant authorisations in accordance with the Trade Licensing Act and the laws and regulations of the Czech Republic or in accordance with the relevant laws and regulations of the EU Member State where the person is established. The activity of a tourist guide is understood as the provision of information about the history, the Prague Castle as a paid service;
e) use any aerial technology (drones, etc.) for any purpose. The Prague Castle is part of the no-fly zone;
f) climbing on or over buildings and facilities, especially scaffolding, barriers, fences, walls, poles, etc.;
g) handling mobile barriers;
h) holding picnics, placing blankets or any other devices and objects for the purpose of sitting, outside the designated areas.

(3) The roads on the Prague Castle premises have the character of a “Pedestrian Zone” and the entry of cars onto the premises is regulated by the valid Traffic Rules.

Article 5

PROTECTION OF CULTURAL MONUMENTS AND SECURITY OF COLLECTIONS

(1) The congress attendee is obliged to behave throughout their stay on the Prague Castle premises according to the civil coexistence rules with dignity appropriate to the historical, social and cultural significance of the Prague Castle with the utmost respect for the material essence of this national cultural monument and for other visitors.

(2) It is forbidden to damage the buildings, their collections, parks, gardens and any other state property of the Prague Castle in any way, especially to:

a) touch interior walls and displayed items;
b) write or paint on walls or walls or damage them in any other way;
c) disturb the guide or make the tour harder for visitors through noise (use of amplified sound devices, music, unauthorised singing, loud music, loud speeches and similar activities);
d) eat and drink inside the visitor facilities, enter them with ice cream, drinks, etc. outside the areas determined by the organizer;
e) pick flowers, break branches of trees and bushes, walk on lawns and off marked paths;
f) ride bicycles, scooters, roller skates, skateboards, Segways, etc.;
g) let dogs and other animals run free (without a leash and muzzle) and enter the visitor facilities and gardens of the Prague Castle with them;
h) enter, throw into or remove any items from the fountains;
i) throw rubbish outside waste bins;
j) use selfie sticks and other aids in the interiors which may endanger the safety and health of visitors;
k) disturb the peace and order in any other way.

(3) in order to protect visitors to the Prague Castle, cultural monuments and art collections, the outdoor areas of the Prague Castle premises and exhibition spaces are monitored by a camera system operated by the Police of the Czech Republic.

Article 6

CONDITIONS TO ENSURE THE SAFETY AND SECURITY OF CONGRESS ATTENDEES

(1) The Prague Castle premises may be entered only at designated places.

(2) Congress attendees are allowed to enter and stay on the premises of the Prague Castle at the congress venue only at the times specified in Article 2.

(3) Congress attendees are forbidden to enter the premises of the Prague Castle:

a) with weapons and other similarly dangerous items;
b) with explosives and explosive substances;
c) with pyrotechnic products;
d) with placards, banners and advertising hoardings;
e) with flags;
f) in heavily soiled clothing.

(4) Obviously intoxicated persons or persons under the influence of other narcotic and psychotropic substances are not allowed to enter the Prague Castle premises.

(5) A person entering the Prague Castle premises is obliged to enable the security search upon request of a policeman of the Police of the Czech Republic. Refusal to enable the search shall lead to denying the entry to the Prague Castle premises.

(6) Smoking and use of open fire is strictly prohibited inside the Prague Castle. In the event of a fire, the congress attendee is obliged to follow the instructions of the custodial service or the congress organizer.

(7) In the event of an accident during the congress, the visitor can contact the custodial service, the Information Centres of the Prague Castle Administration or the congress organiser.

(8) It is forbidden to leave luggage and other items unattended on the premises of the Prague Castle outside the designated areas.

(9) Congress attendees are forbidden to approach a soldier standing at the guard of honour at the entrance gates of the Prague Castle at a distance of less than half a metre, to harass him or lower his dignity in any way.

(10) The congress organizer is not liable for injuries and damage resulting from violations of the Visitor Rules.

(11) The liability of the Congress Organizer for any damage caused to the congress attendees is governed by generally applicable regulations.

Article 7

CONDITIONS OF THE USE OF OTHER CONGRESS PREMISES

(1) When using the other areas of the congress, namely the Institute of Anatomy of the Charles University, Be Elite Clinic and HILTON Prague Hotel, the congress attendee will follow the instructions of the congress organizer and their authorised persons.

FINAL PROVISIONS

(1) The congress attendee is liable for the violation of the Visitor Rules and for damage caused in accordance with the relevant laws.

(2) In case of the violation of these Visitor Rules or the Visitor Rules of the Prague Castle, the failure to respect the instructions of the relevant responsible staff of the custodial service, the Office of the President of the Republic, the Prague Castle Administration, policemen of the Police of the Czech Republic and soldiers of the Castle Guard, or the Organizer and persons authorised by them, the congress attendee may be ordered to leave the Prague Castle premises without the right to a refund of the admission fee.

(3) In case of the violation of these Visitor Rules, the failure to respect the instructions of the Organizer and persons authorised by them, the congress attendee may be ordered to leave the other congress premises without the right to a refund of the admission fee.

(4) These Visitor Rules come into force on 18 April 2023.

(5) The organizer of the congress reserves the right to change these visitor rules without limitation.

Visitor rules
